Overall Purpose of the Role

  • The Protection Team Leader will be part of the Danish Refugee Council (DRC) Protection Team and will work under the guidance and supervision of Protection Manager. She/he will be based in Maiduguri and provide overall team supervision, project implementation and technical support to direct reports.
  • The protection team leader will be fully dedicated to support the integration of protection principles and the mainstreaming of gender within the context of programmes jointly implemented with WFP and DRC whilst implementing accountability to affected populations principles.
  • Ensuring that complaints and feedback mechanisms are established and properly managed throughout the project cycle. They will ensure that staffing provisions within this project for protection officers, assistants are filled.
  • The Protection Team Leader supervises Protection Officers, Protection Assistants, and community workers. This is a roving field position covering Ngala, Maiduguri.

Key Roles
Responsibilities:

Programme Support:

  • Lead and regularly update context and protection risk analysis and diversity mapping through conducting joint protection risk and gender analysis assessments with WFP.
  • Develop/ create, review relevant assessment tools for protection monitoring assessments, analyze protection data and generate protection monitoring reports.
  • Monitoring and communicating to relevant managers any changes in the protection environment within food assistance programmes.
  • Coordinate monthly sector meetings with relevant protection partners.
  • Ensure case management procedures are followed, referrals, IPA review and case conferencing.
  • Mapping/ developing and communicating protection (including gender-based violence and child protection) referral pathways to support WFP food-related activities.
  • Ensure Management of individual cases and appropriate documentation and filling including inputted in Kobo and case trackers.
  • Ensure inclusion of the of most vulnerable and at-risk categories throughout the project cycle.
  • Contribute to the design and implementation of approaches related to information provision, community consultation, feedback and complaints mechanisms – Support to the implementation of key technical aspects of establishment of CFMs.
  • Ensure CFM systems are in place and in use and data is being shared with DRC and WFP.
  • Ensure resolving and sorting of complaints and follow up and intervention of protection cases.
  • Support to implement good practice in data protection and privacy;
  • Support cooperating partners to integrate protection in assessments, monitoring, evaluation, and reporting tools. Capacity Strengthening
  • Translate protection mainstreaming into concrete, practical actions (awareness-raising, training and on the job mentoring).
  • Develop and implement a capacity building action plan on protection, inclusion, and community engagement for within the context of food programming.
  • Provide trainings/capacity building to duty bearers, international and local NGOs and IDP communities on protection related issues (guiding principles of IDP protection; child protection; SGBV etc.). Partnerships and interagency collaboration on protection
  • Represent DRC – WFP programming in interagency fora on protection
  • Promote partnership with and cross-learning from cooperating partners on integrating protection in food security activities.
  • Attend field/ state-level coordination forums. Reporting, M & E responsibilities
  • Monthly reporting on protection and gender mainstreaming activities
  • Monthly reporting on complaints and feedback mechanisms with a disaggregation on a number of complaints received, vis-à-vis referred and closed cases, description on the type of complaints, solutions found and remaining cases.
  • Design/ review/ develop protection risk and protection monitoring tools and supervise assessment activities.
  • Analyze data and populate reports to be shared with Protection Manager and Coordinator for review.
  • Support WFP with assessments on gender, protection, AAP in food programming. Staff capacity building and mentorship
  • Provide staff with proper induction on their expected roles and responsibilities
  • Conduct performance management to direct reports.
  • Support staff with on the job training on all aspects of protection in food programming.

Requirements
Education:

  • Bachelor’s degree in Law, Psychology, Social work, Social Sciences, counselling, Education, Human Rights, Development Studies or relevant equivalent disciplines.

Experience and technical competencies:
Essentials:

  • 5 years Work experience in a humanitarian organization / with displacement affected populations or significant experience as a DRC Protection social or outreach worker
  • Bachelor’s degree in Law, Psychology, Social work, Social Sciences, counselling, Education, Human Rights, Development Studies or relevant equivalent disciplines.
  • Knowledge of protection norms, principles, and activities
  • Excellent communication skills (oral and writing)
  • Professional fluency in English and Hausa
  • Ability and willingness to maintain a regular presence at project sites (remote / field sites) and to work during irregular working hours and in insecure environments
  • Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently.

Desirables:

  • 3-5 years of experience in managing/supervising field staff, planning and implementation of activities in complex emergencies
  • Skills and experience in Assessment, delivery, monitoring, review and evaluation, working with refugees or IDPs
  • Good facilitation/training skills; experience designing and delivering training curricula, preferably focused on adult learning;
  • Ability and willingness to maintain a regular presence at project sites and to work during irregular working hours and in insecure environments.
  • Strong interpersonal, communication, negotiation skills Self-motivated, able to take initiative positive attitude, resilient and able to work independently.
  • Must have basic to intermittent computer skills level.
  • Preferred: Previous experience with DRC Protection programming.

Salary and Conditions
In accordance with Danish Refugee Council’s Terms of Employment:

  • The income will be subject to statutory deductions as per applicable Nigeria laws. The employee is responsible for the tax returns.
