- This job is found primarily in Country and Field Offices and report to the Deputy Country Director, the Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation.
- Job holders are likely to be found in an environment where the complexity of food assistance programmes is high (e.g. greater security risks, wider range of programmes, higher levels of partnership working) and are often required to lead and motivate a team.
- The incumbent will report to the Head of Research, Assessments and M&E (RAM) in the Nigeria Country Office, with technical guidance from the deputy head of RAM.
- Lead or support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.
Key Accountabilities (not all-inclusive)
- Coordinate planning and implementation of monitoring and evaluation activities on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
- Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
- Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focussed results.
- Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
- Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
- Represent WFP (e.g. at inter-agency meetings with other NGOs and government agencies) to exchange knowledge and experience, promote the importance of monitoring and evaluation and build partnerships that enhance inter-agency monitoring and evaluation activities.
- Manage junior staff members providing coaching and guidance as required to ensure appropriate development and enable high performance.
- Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
- Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.

- Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.

- Qualitative/Quantitative Methodology: Oversees and provides guidance to others in the selection and application of high quality, credible, analytical approaches and qualitative and quantitative methods appropriate to monitoring and review requirements and/or evaluation needs across WFP at different levels.
- Technical Communication: Able to tailor and synthesize evaluation evidence and engage diverse internal and external stakeholders proactively in appropriate ways to maximize learning and use of evaluation concepts and evidence for improving WFP programme performance.
- Programme Monitoring and Review: Applies programme lifecycle knowledge to the development of monitoring systems and applies corporate guidance to draft ToR, co-lead Programme Review implementation, and draft initial findings and recommendations on the effectiveness of food assistance activities.
Standard Minimum Qualifications
- Education: Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
- Experience: Minimum of five years of relevant professional work experience including in international development or humanitarian work.
- Minimum of two years of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods.
Other Specific Job Requirements:
- Proficiency in one statistical analysis package (R, STATA, SPSS)
Desired Experiences for entry into the Role:
- Led effective monitoring and evaluation processes across multiple countries or at the global level.
- Developed a high-performing team and managed effective monitoring and evaluation operations at a country level.
- Participated in defining the strategic direction and objectives of the monitoring and evaluation function at the HQ level.
- International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
- Fluency (level C) in English language and the duty station’s language, if different.
